Garmish in Moscow: security of the ICT environment and international law

On December 7-9, 2020, Moscow will host the Fourteenth International Forum on international information security issues. The forum moved to Moscow after 13 years of being held in Garmisch-Partenkirchen (Germany) due to the coronavirus pandemic and will be held mainly via videoconference. The forum is organized by the National Association for International Information Security (Russia), which promotes an active dialogue between Russian and foreign experts on countering the use of the ICT environment to disrupt international peace and security, the commission of crimes, preparation and commission of terrorist acts.

The National Association for International Information Security was established in 2018. The founders of the Association are the Lomonosov Moscow State University, the Moscow State Institute of International Relations (University) of the Russian Ministry for Foreign Affairs, the Diplomatic Academy of the Russian Ministry for Foreign Affairs, The Russian Academy of national economy and public administration of the President of the Russian Federation, the Institute of modern security issues (MMC Norilsk Nickel), the Board of editors

of the International Affairs magazine (MFA of Russia). The President of the Association is the counselor to the Secretary of the Security Council of the Russian Federation, corresponding member of the Academy of cryptography of the Russian Federation Vladislav Sherstyuk; the General Director of the Association is Anatoly Smirnov, the retired Envoy Extraordinary and Plenipotentiary, the Professor at the Moscow State Institute of Foreign Affairs (University) of the Russian Ministry for Foreign Affairs.

The Presidium of the Association includes well-known experts in the field of information security: special representative of the President of the Russian Federation on international cooperation in the field of information security, Ambassador extraordinary and Plenipotentiary of the Russian Federation Andrey Krutskikh, member of the Board of Norilsk Nickel Vladislav Gasumyanov, Vice-President of the Group of companies “Citadel” Boris Miroshnikov, Head of Department of the Security Council Sergey Boyko, the Chief editor of the magazine “the International Affairs” Armen Oganesyan, the senior counselor to the Chairman of the management Board, Managing Director of the Renaissance Capital Investment company Alexander Perelygin, head of the Department of the Institute of Information security problems of the Lomonosov Moscow State University Anatoly Streltsov.

On behalf of the Russian Federation the Forum will be attended by the members of the Association, as well as experts from the Ministry for Foreign Affairs of the Russian Federation, the Ministry of Defense of the Russian Federation, the Ministry of Internal Relations of the Russian Federation, the

Ministry of Justice of the Russian Federation, the Ministry of Education and Science of the Russian Federation, the Prosecutor General’s Office of the Russian Federation, the office of the Security Council of the Russian Federation, FSTEC of the Russian Federation, the Russian Academy of Science, as well as representatives of the country’s leading universities, commercial and non-profit organizations.

Experts from 11 countries and international organizations will represent their states at the Forum. More than 130 participants in total are expected to participate in the Forum. A characteristic feature of the international environment in which the Forum is held, are ongoing attempts of some States to use their advantages in economic development and superiority in armed force to impose on other States the concept of the proper international order, the destruction of international law and replacing it with the subjective views of some political leaders of these States of good and evil as the basis for the use of force to maintain international peace and security.

The forum will last for three days. During this time, participants will take part in the discussion of reports at the plenary session and at five round tables.

The Forum is expected to discuss problems of application of the international law to the ICT environment in order to maintain international peace and security, improvement of the system of confidence-building measures in the ICT environment to prevent the use of ICT in the military-political purposes, delineating areas of state responsibility in the ICT environment, implementation of public-private partnerships, prevent ICT use for intervention into internal Affairs of sovereign States, including humanitarian dimension.
