A traditional informal dialogue of the OEWG Chair Burhan Gafoor with stakeholders and NGOs was held on February 13, on the eve of the Tenth Substantive Session of the UN OEWG (17-21 February 2025). Around 30 NGOs took part in the event, including 5 from Russia. During the meeting, NAIIS expert, Dr. Pavel Karasev delivered the following key points.

  1. The application of recommendations on responsible behavior of states in the ICT environment can only be implemented in the form of legally binding bilateral, multilateral, regional agreements and agreements of a universal nature.
  2. Discussion of international law issues is possible within the framework of separate working subgroups. It is there that the discussion of state initiatives aimed at developing a comprehensive understanding of issues of ensuring international information security should be held.
  3. The positive contribution of NAIIS to the study of issues of international information security is manifested in the results of research projects and events proceedings.
  4. It is worthwhile to consider an idea of creating an open online knowledge base containing existing and new insights of NGOs in the areas of work of the thematic groups.
