
An online briefing for BRICS countries on the topic of IIS was held on September 10, 2025 at the initiative of the Department of International Information Security (DIIS) of the Russian Ministry of Foreign Affairs. Artur Lyukmanov, Director of DIIS, Special Representative of the President of the Russian Federation for International Cooperation in the Field of Information Security, opened the briefing. In his speech he drew the attention of the participants to the need to strengthen ties and expand interaction between the BRICS countries on IIS issues.
For this purpose, in 2016, at the BRICS summit in Kazan, a decision was made to create Contact Points for direct interaction between scientific and academic organizations of the BRICS countries on IIS issues. The National Association for International Information Security was appointed a Contact Point in Russia.
Director General of NAIIS Gadzhi Akhmedov informed the partners about the potential of NAIIS as a BRICS Contact Point for organizing direct interaction on IIS topics through academic organizations of the organization’s countries. At that, the Association has cooperation agreements with leading Russian universities. Among the members of NAIIS there are 20 PhDs and 15 DScs. Members of the Association give lectures on IIS topics at the BRICS Network University, take part in the training of foreign specialists in the field of IIS. The Association carries out research projects on various aspects of IIS, independently and jointly with international experts. It was emphasized that the International Information Security Research Consortium (IISRC), created in 2010 on the initiative of the IISI MSU and headed by the Scientific Director of NAIIS Vladislav Sherstyuk, can play a special role in combining the efforts of the scientific community.
As part of his speech, Gadzhi Akhmedov also invited the briefing participants to take part in the XIX International Forum “Partnership of State Authorities, Civil Society and the Business Community in ensuring International Information Security”, which will be held on September 16-18, 2025.
Payman Ghadirkhomi, an expert at the Directorate General for International Peace and Security of the Iranian Foreign Ministry, drew attention to the key role of the BRICS chairing country (Brazil is the chair in 2025) in organizing the work of the Contact Points.
Larissa Calza, Head of the Cyber Defense and Security Department of the Brazilian Foreign Ministry, thanked Artur Lyukmanov for organizing the briefing and NAIIS for an invitation to the Forum. She agreed that as the chairing country Brazil should initiate meetings and lead the work of the Contact Points. Ms. Calza assured the briefing participants that Brazil will soon complete preparations for a meeting of the BRICS Contact Points Working Group, to which all organizations designated by participating countries will be invited.
