Endorsing a Secure Digital World

The XIX International Forum concluded on September 18, 2025. It became one of the most representative in the history of the so-called Garmisch Process, that was launched in 2007 to foster expert discussion of topical issues of security in the ICT environment.

The event was attended by a wide range of representatives from Russian and international government regulators, law enforcement agencies, industry associations, international organizations (the UN, BRICS, CIS, SCO, International Committee of the Red Cross), domestic information security vendors, as well as the scientific community and educational institutions from various countries. Over 400 experts participated in the Forum, and the online format allowed for an expanded audience from 45 countries.

The topics of discussions at the Forum and the composition of its participants reflected two important and novel trends in the development of an international information security (IIS) system. First and foremost, there are ongoing global political and technological changes, which exacerbate the challenges of ensuring the digital sovereignty of each state. These changes are reflected in a growing awareness of the importance of developing agreed-upon and legally binding rules of conduct for states in the information space – a fair IIS system. The second important trend is the expansion of the circle of states capable of playing a more significant role in this process.

The speakers of the plenary session presented national approaches to ensuring information security and global governance in the field of IIS. Roundtable discussions brought together prominent national and international experts, with approximately 80 presentations and insightful substantive discussions on the following key issues:

  • International cooperation in the field of IIS: current state and prospects;
  • What is to be done to more effectively transfer the process of forming the IIS system to practice?
  • Public-private partnerships in foreign economic activity in the context of implementation of the Russian Federation’s policy in the field of IIS in the new geopolitical realities;
  • Preserving traditional spiritual and moral values in the global information space.

The Forum proceedings will be published in print and posted online at the NAIIS website.
