On April 23-24, the International Scientific and Practical Conference “Countering Crimes in the Sphere of ICT” was held at the Kikot Moscow University of the Ministry of Internal Affairs of Russia.

The main goal of the Conference was to discuss practical issues faced by law enforcement officers when combating ICT crimes.

Two NAIIS members took the floor at the plenary session. Alexander Smirnov, D.J.S. presented a paper on “The Use of Artificial Intelligence Technologies in Criminal Activity,” in which he introduced the participants to current risk assessments of the malicious use of AI and compared Russian and Western approaches to this issue.

Ekaterina Mikhailova, PhD (Polit.Sci.), presented a report on “International Cooperation in the Context of the Implementation of the UN Hanoi Convention on Cybercrime.” To date, 76 countries have signed the Convention, while Qatar, Azerbaijan, and Vietnam have already ratified it (with reservations). Adopting this legally binding document will require participating countries to adapt their legislation and law enforcement practices to harmonize approaches to defining cybercrime and methods for combating it and its consequences. In Russia, preparations for ratification of the Convention will conclude in 2027.

Also during the Plenary session, a greeting from Boris Miroshnikov, the President of NAIIS, was extended to the participants.
