The 19th Session of the Euro-Asian Legal Congress was held in Yekaterinburg on June 4-5, 2026. The Congress serves as a permanent platform for communication and discussion of research developments for the professional legal community in the Eurasian region. The Congress has been held annually since 2007 by the Yakovlev Ural State Law University in conjunction with the Association of Lawyers of Russia. This year, the Congress focused on the topic “Synthesis of Law and Technology: Towards Technological Leadership.”
The Congress was attended by over a thousand specialists from Russia, as well as from Armenia, Belarus, Brazil, India, Kazakhstan, China, Kyrgyzstan, Pakistan, Tajikistan, Uzbekistan, and South Ossetia.
At the suggestion of the organizers and on the decision of NAIIS President Boris N. Miroshnikov, NAIIS Vice-President, Dr. Anatoly A. Streltsov co-moderated the roundtable discussion “Technological and Digital Sovereignty: Defining its place in the Public-Legal Space.” During the roundtable discussion, he delivered a presentation “The Challenges of Strengthening State Sovereignty in the Global Environment of Information and Communication Technologies.” The presentation outlined some of the results of the Association’s work in facilitating the solution of the task set by the President Vladimir V. Putin of ensuring digital sovereignty in the context of the development of the information society in Russia. In addition, several proposals were put forward for the further promotion of the norms, principles, and rules of responsible behavior of states in the ICT-environment, supported at the sessions of the UN General Assembly (2015–2021), in the context of the concept of the UN Convention on International Information Security (2023).
