On June 26, 2026, the Department of Computer Law and Information Security of the Higher School of Public Audit at Lomonosov Moscow State University held the All-Russian Scientific Conference dedicated to current legal and interdisciplinary aspects of the use of artificial intelligence.
The event was attended both in person and online by specialists, teachers, researchers, graduate students, and undergraduates interested in understanding rapidly developing AI technologies and their impact on society, education, and research. The conference was moderated by Dr. Andrei V. Morozov, Professor, and Member of NAIIS.
Dr. Yuri M. Baturin, Corresponding Member of the Russian Academy of Sciences, Head of the Department of Computer Law and Information Security, delivered a keynote address and raised a number of questions, including: does the right to freedom of thought extend to the “augmented mind” (brain + AI)?; does AI alter human thinking?; what is the key to legal regulation of the use of artificial intelligence?; and is there a danger of restricting freedom of thought through excessive regulation of AI? NAIIS expert Pavel A. Karasev participated in the event, outlining the challenges facing IIS in the context of the widespread use of AI technologies and emphasizing the role AI plays in transforming IIS threats. Participants were informed that AI security issues will be discussed at the 20th International Forum “Partnership of State authorities, Civil society and the Business community in ensuring International Information Security” and were invited to participate in this event.
