Round Table № 1

Round Table № 1 of the Forum was dedicated to discussion of the Challenges to development of a system for combating Offenses of Law committed with the use of ICTs.

The experts reviewed the following issues:

  • Current trends in offenses committed using ICT: the transformation of criminal patterns and the use of Artificial Intelligence, Digital Assets, Distributed Infrastructure, and Cross-border services.
  • The effectiveness of existing national and international frameworks for countering ICT-related crime: which channels for information-sharing and coordination actually work, which channels require modernization, and where the primary bottlenecks occur. How has the landscape of international cooperation in combating ICT-related crime changed over the past year? Have there been positive developments? Have new challenges emerged?
  • The UN Convention against Cybercrime has been signed in Hanoi. What is the correlation between the Hanoi and Budapest modes – coexistence, competition, or fragmentation? Is practical “interfacing” of the two possible?
  • Legal and organizational obstacles to international cooperation: disparities in national legislation, jurisdictional conflicts, the acquisition of electronic evidence, personal data protection, the politicization of cooperation, and reliance on foreign digital platforms.
  • On August 4, 2026, Russia has adopted Federal Law 282-FZ On Digital Currencies and Digital Rights. What impact will this have on information security?
  • Prospects for developing a comprehensive counter-crime system: cooperation among government agencies, law enforcement bodies, banks, telecom and digital platform operators and information security organizations; development of frameworks for timely preservation of data, blocking of criminal assets and joint investigations.
