Born on October 16, 1940 in the village of Novo-Plastunovskaya in the Pavlovsky district of the Krasnodar Krai (Territory).
He graduated from the Physics Department of Moscow State University named after M.V. Lomonosov (1966), graduate school at the Higher School of the KGB named after F.E. Dzerzhinsky (1972).

In 1995–1998, he was the head of the Main Directorate of Radio-Electronic Intelligence of Communications of the FAPSI.
Since 1998 – Deputy General Director of FAPSI – Head of the Main Directorate of Radio-Electronic Intelligence of Communications.
From December 1998 to May 1999 – Director General of the FAPSI, member of the Security Council of the Russian Federation.
From May 1999 to May 2004 – First Deputy Secretary of the Security Council of the Russian Federation.
Since September 2004 – Assistant Secretary of the Security Council of the Russian Federation.

Graduate of the Leningrad Institute of Rail Transport Engineers and the Leningrad Higher Party School. Worked in telecommunications and at international sections of the Leningrad Regional Committee and the Central Committee of the Communist Party of the Soviet Union. In 1982 – 1987 was a deputy of the Petrodvorets District Council and the Leningrad City Council. After graduating from the Diplomatic Academy, held executive posts at the central apparatus of the Ministry of Foreign Affairs of Russia and abroad, including those of a department director and the Consul General of Russia in Northern Norway (city of Kirkenes) (1992 – 1997). Studied computer science at the Retraining Center in Norway and at the Russian Academy of Public Service under the President of Russia. Was awarded a certificate of expert in “E-Government” (CIO) of South Korea.
Anatoly I. Smirnov is the author of over 150 monographs and articles on international cooperation, published in foreign languages as well. In 2007, the monograph “Information Globalization and Russia: Challenges and Opportunities” was awarded a diploma of the National Forum on Information Security “INFOFORUM” in the nomination “Publication of the Year”. Repeatedly represented Russia at large international conferences and in expert councils, including in the CIS, actively pursues this agenda through domestic scholarly forums, including those under the aegis of the Security Council of the Russian Federation.
Research consultant for the Russian edition of UNESCO History of Mankind. Сhairman of the RANS Section “Information Globalization”, professor at the Diplomatic Academy of the Ministry of Foreign Affairs of Russia and at MGIMO University. Honorary Doctor of the Northern (Arctic) Federal University and member of the federal lecturer group of the “Knowledge” Society of Russia. Lectures at many foreign universities.
In September 2011 A.Smirnov retired from diplomatic service.
