MIROSHNIKOV Boris N.

Born in 1950. He has two higher educations: technical (Bauman Moscow State Technical University), Law (FSB Academy). PhD in law.
From 1976 to 2011 he worked in the state security and internal affairs agencies. He was engaged in the development and introduction into operational practice of new methods of operational investigative activities, information and analytical work. He created and led various departments (in particular, the Department of Computer and Information Security in the FSB of the Russian Federation, the Bureau of Special Technical Measures in the Ministry of Internal Affairs of the Russian Federation). Previously there were no such branches in these state bodies.
He participated in the development of domestic and international regulatory legal acts in the field of information security, combating crimes in the field of high technology and cyberterrorism. He is an organizer of international cooperation in combating cybercrime and cyberterrorism. He is a member of the Scientific Council of the Security Council of the Russian Federation, as well as expert councils and organizing committees of various international conferences on information security and combating cybercrime.
Since 2018, he has been a member of the Presidium of the National Association for International Information Security.
He participated in the formation of a system of training specialists of the relevant profile, was a lecturer at the University and the Academy of Management of the Ministry of Internal Affairs, Bauman Moscow State Technical University, National Research Nuclear University «MEPhI» and other educational institutions. He is the author of several monographs and dozens of articles on international information security.
He was awarded the Orders «For Merit to the Fatherland» of the III and IV classes, the Order «For Military Merit», numerous medals. Honorary State Security Officer. Retired Colonel General of the Militia. Retired FSB Lieutenant General. He speaks English.

MALYSHEV Igor A.

Born in 1966.
Graduated from the Faculty of Economics of Lomonosov Moscow State University (1990), the Diplomatic Academy of the Russian Ministry of Foreign Affairs (2001).
Worked in various positions in government agencies and scientific organizations: Ministry of Economy, Ministry of Foreign Affairs, Ministry of Energy of Russia, Department of Management of the Faculty of Economics of Lomonosov Moscow State University, Scientific and Technical Institute of Intersectoral Information. He was engaged in economic, financial and energy issues, including the security of information technology. He also worked as the Head of Strategic Development and Business Partnership Promotion at TVEL JSC (Rosatom State Corporation).
Was sent to work abroad several times on behalf of the Ministry of Economic Development, the Ministry of Foreign Affairs, and the Ministry of Energy. He was an expert at the Russian Trade Mission in Finland, the Second Secretary of the Russian Permanent Mission to the United Nations in New York, and an energy advisor at the Russian Permanent Mission to the European Union and the European Atomic Energy Community. He participated in organizing and conducting bilateral and multilateral events, ministerial and working-level negotiations, and the work of international organizations.

SHERSTIUK Vladislav P.

Was born on the 16th of October 1940 in the stanitsa of Novo-Plastunovskay Pavlovskiy district Krasnodarskiy region USSR.
In 1966 graduated from the Physics Department of the Moscow University named after M.V. LOMONOSOV. In 1972 graduated from the post-graduate course of KGB Higher Colleage.
Since 1966 served in the State security agencies.
In 1995-1998 was the Chief of the Radio-Electronic Communications Intelligence Department of FAPSI (Federal Agency for Government Communications).
In 1998 was the vice-Director of FAPSI (Federal Agency for Government Communications) – the Chief of the Radio-Electronic Communications Intelligence Department.
From December 1998 to May 1999 was the Director General of FAPSI (Federal Agency for Government Communications) and member of the Security Council of the Russian Federation.
From May 1999 to May 2004 was the senior vice-Secretary of the Security Council of the Russian Federation.
Since September 2004 is Adviser of the Secretary of the Security Council of the Russian Federation.
In 2003-2019 was the Director of the Institute of Information Security Issues at Moscow University named after M.V. LOMONOSOV.
Was elected President of the National Association for International Information Security.
Colonel General retired. PhD in engeeniring. Member of the Russian Academy of Cryptography and Russian Academy of Natural Science.
Decorated with the orders “For Merit to the Fatherland” of 3d and 4th Classes, “Red Banner of Labour”, “Red Star”, Honour, and several medals. Honorable officer of Security Service. Honorable officer of the Federal agencies of Government Communications. Winner of the USSR and Russian Federation State Awards, Russian Federation Government Science and Engineering Award and Russian Federation Government Award in Education.
